Mayor pro tem Alan E. Sims

Council Member Alan SimsAlan retired from the city management profession after 33 years, 15 of which were spent serving as the City Manager of Cedar Hill, TX.  Prior to that, from 1986-2000, he held various city management positions, including Deputy City Manager with the City of Overland Park, KS (suburb of Kansas City).  He received both his bachelor and master’s degree in Public Administration from the University of Kansas, earning the latter in May 1988.

He currently serves on the University of Kansas College of Liberal Arts and Sciences (CLAS) Advisory Board, Trinity Church and Christian School Board of Trustees and Community Care Resource Council Board of Directors.  He was also appointed by the Supreme Court of Texas (May 2018) and served as a Public Member of the State Bar of Texas.  In the past, Alan has served on the Board of Directors of the North Texas Tollway Authority (NTTA), Cedar Hill Chamber of Commerce, Regional Director for the Texas City Management Association (TCMA), President of the North Texas City Management Association (NTCMA), and President of the Kansas University City Managers and Trainees (KUCIMATS).

 At the conclusion of his service as City Manager, the Cedar Hill City Council bestowed the honor of renaming its recreation center the “Alan E. Sims” Recreation Center.  Both TCMA and the KUCIMATS presented Alan with their prestigious “Lifetime Achievement Award.”  He was also recognized by the State Bar of Texas as its “Outstanding Public Member” in 2021.  Additionally, Northwood University conveyed an Honorary Doctorate degree upon Alan in 2008.

 Alan’s passion for public service and love for Cedar Hill led him to run for City Council.  He was elected in May 2019 and currently serves on the Cedar Hill City Council as Mayor Pro Tem.  

 Alan has been married to his “girlfriend” Gayle for 49 years and they have 4 adult children and 8 grandchildren.
