Crime Control & Prevention District 

In 2012, voters approved a ballot measure that allowed the City to create a Crime Control & Prevention District (CCPD) and designate a portion of existing sales tax revenue to fund community safety and crime prevention initiatives. Since the creation of the CCPD, the overall crime index rate in Cedar Hill has decreased by 10 percent. The initial five year term of the CCPD expired in November 2017, and citizens voted to extend the CCPD for an additional 15 years.

The CCPD funds community and crime prevention initiatives, including the Police and Community Team (PACT). The PACT unit, comprised of five officers and one sergeant, engage in crime prevention and problem-solving activities throughout the community. Examples of PACT unit community partnerships include:

Neighborhoods

  • partners with Crime Watch groups and neighborhood liaisons to provide crime prevention and organization support
  • coordinates the Cedar Hill's annual National Night Out event, with participation from over 30 neighborhoods and 4,000 residents
  • facilitates a Citizens on Patrol program to empower citizens to take an active role in community safety
  • performs home security surveys for residents to assess vulnerabilities and identify steps to minimize risk

Youth

  • hosts a free Summer Youth Summit for children aged 8-17 focusing on drugs and alcohol abuse, the juvenile justice system, peer pressure, bullying, positive decision making, distracted driving, and internet safety;
  • facilitates the Law Enforcement Advisory Development Council (LEAD)
  • partners with Cedar Hill ISD to make presentations on bicycle and bus stop safety for students,
  • provides child identification and fingerprinting services for families 

Businesses

  • provides educational sessions for businesses on identifying and preventing shoplifting, employee theft, and check fraud
  • facilitates a Business Watch crime prevention program 

Community

  • conducts a free Citizens Police Academy open to all residents and employees in Cedar Hill
  • meets communications goals through social media communications and public service messages
  • creates a network of safety through community partnerships, including Cedar Hill Action Team (CHAT), All-Pro Dads, and Impact Cedar Hill
